Recruitment of Torchbearers for the Tokyo 2020 Olympic Torch Relay

Some 10,000 torchbearers will take part as the Tokyo 2020 Olympic Torch Relay traverses the length and breadth of Japan – and over half of these will be members of the general public! See below for details on how to apply.

Basic approach to the selection of torchbearers

Recruitment target: All people

Recruitment target: All people

  • Ensure that a wide range of people are represented including nationalities, people with or without impairments, gender and age groups. (A minimum age shall be established for safety reasons.)
  • Persons active in local communities shall be accorded priority

Spirit of reconstruction and perseverance (mutual support)

  • Persons who provide support for family members, friends and colleagues on a daily basis, and have demonstrated the ability to overcome great adversity
    e.g.) Persons displaying great fortitude in the reconstruction efforts

Tolerance to embrace diversity (mutual acceptance)

  • Persons who are accepting and tolerant of many different kinds of people, and constantly seeking new initiatives
    e.g.) Persons who brought local people and newcomers together and contributed to establishment of a new local brand
  • People who helped bring the old and new residents closer together and contributed to building a new local brand.

Unity experienced through the celebration (mutual enhancement)

  • Persons able to raise a sense of togetherness among a local community by acting as torchbearers
    e.g.) Persons providing support behind the scenes to promote the traditional cultural activites of the local area

Eligibility requirements for torchbearers

Main points:

  • Applicants must be born on or before 1 April 2008.
  • Any nationality and gender will be accepted.
  • Applicants must have a personal connection to the area in which they wish to participate as a torchbearer.

Basic Conditions regarding Applications to Become a Torchbearer

  • Applicants must be born on or before 1 April 2008. The consent of a parent or guardian is required for those who will aged 17 or under on 1 March 2020 (the first day of the month in which the torch relay will start).
  • Applicants must have a personal connection to the leg of the tour in which they wish to act as a torchbearer (i.e. persons who currently reside or previously resided in the prefecture, persons currently belonging to a school or workplace in the prefecture, persons with family or relatives residing in the prefecture, persons previously active in the prefecture in which they wish to act as a torchbearer, etc.)
  • Any nationality and gender will be accepted.
  • Applicants must be able to carry the torch safely of their own volition. However, the support of a guide runner will be accepted as needed.
  • Those applying with the objective of communicating a political or religious message will not be accepted as a torchbearer.
  • Those who serve as a public officer under the Public Offices Election Act (member of Diet, member or head of a local government), a candidate or prospective candidate of a public office, and a leader or those in a position equivalent to a leader of a political party/organisation will not be accepted as a torchbearer.
  • A religious figure will not be accepted as a torchbearer in recognition of his/her religious achievements.

Important Points regarding Applications to Become a Torchbearer

  • Applicants may not use this activity for advertising or publicity purposes.
  • Only one person may apply per application. Applications submitted by multiple persons will not be accepted.
  • Torchbearers will be required to wear a uniform provided by The Tokyo Organising Committee of the Olympic and Paralympic Games (Tokyo 2020).
  • The distance of one leg of the torch relay is approximately 200 metres. (Please note that the distance may be shorter/longer than 200 metres. Each torchbearer may run at his/her own pace.)
  • Once selected, the torchbearer will be assigned the precise day and time as well as the route of his/her leg of the torch relay, which will be determined at a later date by Tokyo 2020. Please note that torchbearers may be assigned to a remote location such as an island.
  • Torchbearers who require particular equipment or device to take part in the torch relay, such as a wheelchair, must bring their own equipment or device.
    * Tokyo 2020 will provide the apparatus to attach the torch to a wheelchair.
    * Torchbearers who require assistance may be accompanied by a guide runner.
    * Torchbearers with an impairment who require assistance may be accompanied by a guide dog.
  • Applicants who are not selected as a torchbearer will not receive any notice that their application was not successful.

Applying

  • Public offering of TBs will be conducted by the respective PTFs and the four Tokyo 2020 Olympic Torch Relay Presenting Partners (including Coca-Cola (Japan) Company, Limited, Toyota Motor Corporation, Nippon Life Insurance Company, Nippon Telegraph and Telephone(NTT) Corporation). The Tokyo 2020 Organising Committee is not the lead entity for public offering of TBs. Note that any applications submitted to the Tokyo 2020 Organising Committee will be invalid.

  • While the same individual may apply to multiple Presenting Partners or apply simultaneously to both multiple Presenting Partners and a PTF, the individual may not apply to multiple PTFs.

  • Only one person per application. A joint application by multiple individuals is not allowed.

  • Applications require both a self-introduction and reasons for applying from the applicant himself or herself, as well as the reasons for nominating the applicant as a TB from the person making the nomination (any relationship with the applicant is acceptable and can include family members, friends and others with a close relationship to the applicant).

  • Those not nominated will not be notified of their non-nomination.

  • Reasons for nominating or not nominating an applicant will not be disclosed. Please note that inquiries regarding those reasons cannot be answered.

  • Application forms containing false or dishonest statements will be invalidated.

Routes and other information

  • Each TB will run approximately 200 metres. (Please note that the running distance may exceed more than 200 metres or less. TBs may run at their own speed and at a relaxed pace.)

  • Specific time and date as well as route will be determined by the Tokyo 2020 Organising Committee following nomination of the TBs. In addition, please also note that a course in various areas (including remote islands, etc.) may be allocated.

Equipment and/or assistance required for the run

  • TBs are asked to arrange for their own wheelchairs or other apparatus and equipment when necessary.

Note that the Tokyo 2020 Organising Committee will arrange for a wheelchair attachment to hold the Olympic torch.

Note that TBs who may have difficulty running alone may be accompanied by a single escort.

Note that when necessary, TBs will be allowed to run with a service dog for the people with a physical disability.

Note that while escorts are not considered as TBs, separate uniforms will be lent for the run(the escorts’ uniform shall be different from TBs’ and may be one-size-fit-all uniform over their own cloths). The age requirement for escort applicants is the same as TBs. Regarding the rules about political or religious matter, the same requirements for TBs shall also apply to escorts (See “Basic Requirements for TB Applicants” for details).

  • Personal advertising and marketing activities are not allowed.

  • Except for special service dogs, TBs may not accompany with animals.

Torchbearer application method

  • In addition to the Prefectural Task Forces, applications can be made to become a torchbearer to any of the four Tokyo 2020 Olympic Torch Relay Presenting Partners: Coca Cola (Japan) Company, Limited; Toyota Motor Corporation; Nippon Life; and Nippon Telegraph and Telephone Corporation (NTT).
  • Applications may be made to a maximum of five separate recruiting entities. Applications can be made to multiple Presenting Partners and a single Prefectural Task Force simultaneously. However, applications cannot be made to more than one Prefectural Task Force.
  • Even if multiple applications are made, an applicant will not be selected by multiple recruiting entities. An Applicant can serve as a torchbearer on one occasion only.
  • Please note that the method of application may differ according to the entity to which the application is made.

When applying to become a torchbearer, you will be required to consent to all items regarding the operations for the implementation of the Tokyo 2020 Olympic Torch Relay and the Olympic Games Tokyo 2020, as well as the activities for the development of future Olympic Games (see below for Consent Form).

Process until the final selection of torchbearers

Presenting Partners and Prefectural Task Forces select prospective torchbearers based on the information submitted by applicants, and recommend their selections to Tokyo 2020.
Tokyo 2020 then selects and decides the torchbearers based on the recommendations received from the Prefectural Task Forces and the Presenting Partners.
Announcement of the torchbearers will be made from December 2019.

Important points following the final selection of torchbearers for the Tokyo 2020 Olympic Torch Relay

  • All communications before or on the day of the torch relay will be either in Japanese or in English.
  • No participation fees will be incurred for torchbearers. However, they will be required to cover the cost of travel expenses to and from the meeting point for the day they are selected to take part. (Torchbearers will also be required to cover their own accommodation expenses, if required). Please note that, if the Torch Relay is unable to take place on the appointed day for any unavoidable reason, no reimbursement or compensation will be made.
  • An identity check will be made of all torchbearers at the meeting points on the appointed day. Torchbearers are therefore kindly requested to bring a photo ID (driver's license, passport, etc.).
  • On the appointed day torchbearers will be required to sign a torchbearer's Consent Form at the meeting point. The form specifies the torchbearer's consent to act in accordance with all regulations while acting as a torchbearer, and verifies that the torchbearer is running of his/her own volition.
  • If it comes to light that any misinformation or falsehood was included on the application form, the applicant shall be disqualified from acting as a torchbearer.
  • If it comes to light that the torchbearer is unable to fulfil any of the application requirements, or is deemed to be behaving in a way that causes damage to the image of the Olympic Games Tokyo 2020, or if the Tokyo 2020 Organising Committee deems that, for any other reason, an applicant is inappropriate to serve as a torchbearer, the prospective torchbearer may be disqualified from taking part in the relay.

Where to apply to become a torchbearer

In addition to the Prefectural Task Forces, applications can be made to become a torchbearer to any of the four Tokyo 2020 Olympic Torch Relay Presenting Partners: Coca Cola (Japan Company, Limited; Toyota Motor Corporation; Nippon Life; and Nippon Telegraph and Telephone Corporation (NTT).

Tokyo 2020 Olympic Torch Relay Prefectural Task Forces

The Prefectural Task Forces will start accepting applications on 1 July 2019. The link to each Prefectural Task Force will be available on this website.

All persons submitting an application to become a torchbearer are required to consent to all the items below in order to support the operation of the Tokyo 2020 Games and the Tokyo 2020 Olympic Torch Relay as well as the activities that help develop future Olympic Games.

Handling of Personal Information

  • Personal information collected by the Tokyo 2020 Organising Committee and the entities to which the application is submitted in the torchbearer (TB) application process shall be handled in accordance with the personal information protection policies of the Tokyo 2020 Organising Committee and the entities to which the application is submitted, respectively. To prevent the leak or loss of such information, the Tokyo 2020 Organising Committee and the entities to which the application is submitted shall take steps to ensure the secure management of personal information, including controlling where the information is stored, restricting access, restricting to take out the information, and preventing unauthorised access from outside.
    In recognition of the importance of the personal information, they shall also comply with the Act on the Protection of Personal Information and other relevant laws and regulations.

  • Of the personal information collected by the Tokyo 2020 Organising Committee and the entities to which the application is submitted in the TB application process, that personal information collected by the entities to which the application is submitted shall be provided to the Tokyo 2020 Organising Committee, after which it may, in some cases, be provided to the International Olympic Committee, the Japanese Olympic Committee, and the four Tokyo 2020 Olympic Torch Relay Presenting Partners in accordance with the Privacy Policy of the Tokyo 2020 Organising Committee for the purposes of holding and operating the Tokyo 2020 Olympic Torch Relay and the Tokyo 2020 Games, and for activities aimed at the future development of the Olympic Games.

  • Of the personal information collected by the Tokyo 2020 Organising Committee and the entities to which the application is submitted in the TB application process, that information including name, age, address (limited to country, prefecture, and city or town), reasons for applying and reasons for recommending collected by the entities to which the application is submitted shall be provided to the Tokyo 2020 Organising Committee, and then it may be provided to other third parties including cooperating media (including newspapers, magazines, television, websites and others) and subcontractors of the Tokyo 2020 Organising Committee in accordance with the Privacy Policy of the Tokyo 2020 Organising Committee, for the purposes of public relations activities associated with the Tokyo 2020 Games and the Tokyo 2020 Olympic Torch Relay.

Portrait, Privacy and Other Rights

  • Portraits, video, photographs audio of TBs filmed or recorded by the Tokyo 2020 Organising Committee and the entities to which the application is submitted or their respective designees, and TB’s personal information (including name, age, address, self-introduction, and reasons for applying or recommending. Note that address information shall be limited to country, prefecture and city or town.) may be used by the Tokyo 2020 Organising Committee, the entities to which the application is submitted, the International Olympic Committee or their respective designees for the purposes of holding and operating the Tokyo 2020 Olympic Torch Relay and the Tokyo 2020 Games, and for activities aimed at the future development of the Olympic Games. Such use shall be in accordance with the privacy policies set forth by the respective parties, without restriction on period or region, without requiring compensation, and regardless of whether for public disclosure, commercial use or non-profit purposes.
    (This includes all types of use, including television, newspapers, magazines, websites, social media and other tangible and intangible media, as well as media developed based on future technology.) TBs also agree not to assert their portrait, privacy or other rights with regard to the said uses.

Disclaimers

  • Except in cases of an intentional act or gross negligence by the Tokyo 2020 Organising Committee and the entities to which the application is submitted, the Tokyo 2020 Organising Committee and the entities to which the application is submitted shall bear no responsibility whatsoever injuries, illnesses, losses or damages incurred by TBs on the day of the run.

  • In the event a TB is injured or falls ill on the day of the run, necessary steps will be taken to provide emergency treatment and emergency transport. In such an event, the TB’s medical records may be requested to the hospital to which the TB is transported.

Cancellations and Changes

  • Note that the relay may be cancelled or the time table changed on the day of the relay due to disaster, bad weather, incidents and accidents or for other unavoidable reasons.

Parent or Guardian Consent

  • A consent from a parent or guardian is required for those under the age of 18 as of 1 March 2020.

Health Condition

  • TBs may be asked to withdraw from the relay if, on the day of their run, they are not healthy enough to be able to hold the Olympic torch themselves and run safely.

Ensuring Sufficient Time for the Run Day

  • From the initial meeting to the final dismissal, the day of the relay will require about three hours, including running time, and TBs are asked to ensure they schedule sufficient time for that day. Note that following the nomination of runners, TBs will be notified of a location to meet and dismiss, and will not be permitted to participate in or leave the event midway.
    -TBs will be contacted with schedule details sometime after the end of February 2020.

Proxy Runners (transfer of relay leg to other parties)

  • TBs may not have another person (a proxy runner) run in their place. Please contact the Tokyo 2020 Organising Committee if, following TB nomination, they are unable to run for any reason.

Noninvolvement of Anti-social Forces

  • Organised crime groups and their members (including those who ceased to be members within the past five years), associate members, companies affiliated with organised crime groups, corporate racketeers, those engaging in criminal activities under the guise of social movements, organised crime groups engaged in specialised intellectual crimes, members of organisations that may engage in terrorism and other criminal activity, terrorists and others (including suspected cases of such activity), as well as others similar to these (hereafter collectively, “anti-social forces, etc.”) cannot run in the relay.

  • Those who use or are involved in maintaining and operating anti-social forces, etc., or who have inappropriate relationships with anti-social forces, etc., including relationships with anti-social forces worthy of social condemnation, cannot run in the relay.

  • To ensure the safety of the Torch Relay, government institutions and others may be allowed to review information regarding TB applicants.
