“Getting involved in the Olympic and Paralympic Games is an extremely worthwhile experience”

It is the athletes who physically take part in the actual Games themselves, but there are many other ways to become involved in the Olympic and Paralympic Games. To build momentum across the whole of Japan towards the year 2020, we will conduct a diverse array of Games-related projects and events, and we hope to engage as many individuals, groups and municipal authorities as possible with the Tokyo 2020 Games.

The Tokyo 2020 Games Vision states, "Sport has the power to change the world and our future. The Tokyo 1964 Games completely transformed Japan. The Tokyo 2020 Games will bring positive reform to the world." The Olympic and Paralympic Games bring together athletes from around the world to compete in the world's most prestigious sporting festival, and in doing so create unlimited power. Leveraging the occasion of the Tokyo 2020 Games, we aim to harness this power to bring about further enhancements to Tokyo, Japan and the world. And as exemplified in the Olympic Torch Relay, we aim to pass this beacon of hope on to future generations.

What is the Action & Legacy Plan?

The overriding objective of our Action & Legacy Plan is to engage as many people as possible with the Games (Action), and pass on the positive benefits of hosting the Tokyo 2020 Games to future generations (Legacy).
The Tokyo 2020 Games are more than merely a sporting tournament taking place in Tokyo in 2020. The success of the Games also depends on the positive legacies that the Games will leave to Japan and throughout the world in a diverse variety of fields other than sport.
To promote actions that will result in positive and long lasting legacies, the Tokyo 2020 Organising Committee is working closely with various stakeholders to promote a range of comprehensive actions from the initials stages of planning in the five following pillars:

  • Culture and Education
  • Economy and Technology
  • Recovery, Nationwide Benefits, and Global Communication

The Tokyo 2020 Organising Committee cannot leave positive legacies in a variety of fields by acting alone. An "All-Japan" team structure consisting of the national government, the Tokyo Metropolitan Government (TMG), regional and local authorities, the Japanese Olympic Committee (JOC), the Japanese Paralympic Committee (JPC), the Japanese sporting and business communities and other stakeholders will work closely together to implement a wide range legacy-focused actions.

Formulation of the Action and Legacy Plan will be completed prior to the Rio 2016 Games, and a series of actions will be implemented in the lead up to the Tokyo 2020 Games. With regard to the legacies that will result from the actions, a post-Games follow-up structure will be established, and we plan to compile a Legacy Report.

Various stakeholders will promote a range of actions based on the Action and Legacy Plan, and the legacies that ensure the success of the Tokyo 2020 Games operations will be bequeathed in a wide range of areas for future generations.

Action & Legacy Plan

Action & Legacy Plan 2016

The Action & Legacy Plan 2016 has been formulated based on the views of past expert committees as well as on the results of studies conducted by the Tokyo metropolitan government, the Japanese government, the business world, the Japanese Olympic Committee (JOC), the Japanese Paralympic Committee (JPC) and other entities.

Going forward, we will work on an all-Japan basis to further deepen partnerships with the Tokyo metropolitan government, the Japanese government, the JOC, the JPC and other entities to give shape to action and create a legacy.

Actions under consideration in the five pillars

Sport and Health

Actions under consideration by the Athletes' Commission

  • The Athletes' Commission was established in October 2014. The membership of the commission is composed of 21 Olympians and Paralympians, and is chaired by Sydney 2000 Games women's marathon gold medallist Naoko Takahashi, while Paralympic swimmer Junichi Kawaii serves as vice chair.
  • Discussions are ongoing regarding specific actions and legacies to be passed on to future generations in the Sport and Health field – one of the main pillars of the Action & Legacy Plan – and on ensuring the realisation of the "Athlete First" concept.

Urban Planning and Sustainability

Actions under consideration by the Urban Planning and Sustainability Commission

  • The Urban Planning and Sustainability Commission was established in June 2015. It is headed by former president of the University of Tokyo Hiroshi Komiyama and is composed of 27 leading specialists in the fields of urban planning and the environment.
  • The commission holds discussions on specific actions on the creation of universally-usable urban spaces, accessibility around the vicinity of Games competition venues, and sustainable Games operations aimed at providing positive Games legacies.

Culture and Education

Actions under consideration by the Culture and Education Commission

  • The Culture and Education Commission was established in May 2015. It is headed by emeritus professor, the University of Tokyo Masanori Aoyagi, and composed of 28 leading specialists in the fields of culture and the arts.
  • The commission holds discussions on specific actions in media arts, traditional culture and other culturally-related fields, as well as specific actions for the education of the Olympics and Paralympics from elementary to high school levels. These actions are aimed at providing positive legacies in these fields.

Economy and Technology

Actions under consideration by the Economy and Technology Commission

  • The Economy and Technology Commission was founded in June 2015. It is chaired by economist Hiroko Ota, and is made up of 17 leading economists and technology specialists.
  • The commission discusses the formulation of specific actions aimed at revitalising Japan's regional economies, and promoting awareness of Japan's information and communications (ICT) and other leading technologies. These actions are aimed at bequeathing lasting legacies in these fields.

Recovery, Nationwide Benefits, and Global Communication

Actions under consideration by the Recovery, Nationwide Benefits, and Global Communication Commission

  • The Media Commission was set up in September 2014. Chairman & CEO, Fuji Media Holdings, Inc. Hisashi Hieda serves as chair of the commission, which consists of 39 broadcasters and journalists.
  • The commission discusses specific actions and legacies aimed at assisting the recovery from the 2011 earthquake and tsunami disaster, communicating unique aspects of Japan to a global audience, etc.

Tokyo 2020 Nationwide Participation Programme

The Action & Legacy Plan stipulates the legacy for the future that will help achieve the vision of Tokyo 2020 and the actions that are required to produce the legacy.
In order to carry out the Action & Legacy Plan, we not only need the cooperation of the national government, the Tokyo Metropolitan Government and the municipalities hosting the competitions, but an "all-Japan" participation involving as many people as possible throughout the nation.
In an effort to create a link between various organisations across Japan and the Olympic and Paralympic Games, and to implement actions that will build momentum and produce the legacy, a system has been established in October 2016 to encourage people to get involved: the "Tokyo 2020 Nationwide Participation Programme".
Tokyo 2020 certifies various activities (events, initiatives, etc.) planned for the Tokyo 2020 Games, approving the use of the logomark to reinforce the link with the Games. Efforts will continue to encourage further participation that will build momentum towards the Games and to promote actions that will contribute to the generation of the legacy.

To realise the Tokyo 2020 Games Vision of “Achieving personal best”, Unity in diversity”, and “Connecting to tomorrow”, the Action & Legacy Plan has been established to specify the actions required to generate the legacy for future generations.
    In order to carry out the Action & Legacy Plan, it is essential to involve not only the Marketing Partners, the Host City of Tokyo and the national government, but also as many people as possible across the nation.
    In an effort to create a link between various organisations across Japan and the Olympic and Paralympic Games, and to implement actions that will build momentum and produce the legacy, a system has been established to encourage people to get involved: the “Tokyo 2020 Nationwide Participation Programme”
    Various actions, initiatives and events are certified as part of this programme, and we aim to instill the connection with the Tokyo 2020 Games and build the momentum towards 2020.

Outline of the Tokyo 2020 Nationwide Participation Programme

The Tokyo 2020 Nationwide Participation Programme consists of two programmes: the Tokyo 2020 Official Programme and the Tokyo 2020 Support Programme.
The Official Programme can be carried out by the various government ministries and agencies, the host venues, official marketing partners, the JOC and the JPC, municipalities hosting an official venue, and the Rights Holding Broadcasters.
The Support Programme can be carried out by all other municipalities and non-profit organisations.
The actions that can be implemented are based on the five pillars of the Action & Legacy Plan, and divided into eight fields: sport and health, urban planning, sustainability, culture, education, economy and technology, recovery, and nationwide benefits and global communication. There are various initiatives promoted in each field to generate the legacy.

The Official Programme can be carried out by the various government ministries and agencies, the host venues, official marketing partners, the JOC and the JPC, municipalities hosting an official venue, and the Official Rightsholders (broadcasters).
    The Support Programme can be carried out by all other municipalities and non-profit organisations.
    The actions that can be implemented are divided into eight fields: sport and health, urban planning, sustainability, culture, education, economy and technology, recovery, and nationwide benefits and global communication.

After the Tokyo 2020 Games, the continuation of the initiatives will become the Legacy leading to the future
